Eastern Puerto Rico experiences torrential rainfall


Tropical Storm Ernesto strengthened early Wednesday as it approached Puerto Rico and the Virgin Islands with heavy rain, damaging winds, and dangerous storm surge, bringing flash flood warnings and gusts of up to 86 mph.
