Buffalo’s polarizing sewer and water czar to resign


Oluwole “O.J.” McFoy, the controversial head of Buffalo’s water and sewer systems, is leaving his position to take a job as city engineer in Houston, Texas. McFoy’s departure comes after a 19-year tenure that was recently marred by scandals and controversies, including the lack of fluoride in the city’s water supply for nine years, excessive taxpayer-funded travel expenses, and issues with government transparency.

Despite the controversies, McFoy was praised for his “transformative impact” in Buffalo. Acting Mayor Christopher P. Scanlon has stated that he plans to meet with his administration to discuss the future of both the Buffalo Sewer Authority and Buffalo Water Authority in light of McFoy’s departure. Scanlon emphasized the importance of selecting individuals who are ready to take on critical roles with open, honest, and transparent leadership.

McFoy will remain with the Buffalo Sewer Authority until January to ensure a smooth transition. In his new role as city engineer in Houston, he will receive an annual salary of $280,000, a significant increase from his $120,000 annual salary in Buffalo.

The State Committee on Open Government in Albany has also raised concerns about the Water Board’s violations of the Open Meetings Law and the agency’s failure to post meeting minutes online. Sewer Authority Board Chair Herbert Bellamy Jr. praised McFoy’s dedicated service and impact in the City of Buffalo.
