There have been tensions between Crowley and Bass regarding notifications and handling of the fires. Bass was out of the country when the fires broke out, and Crowley reportedly did not inform her about the imminent danger. However, Rodriguez and the Emergency Management Department argue that the responsibility of notifying the mayor lies with them, not the fire chief.
