Additionally, Trump proposed replacing the EB-5 immigrant investor visa program with a “gold card” that could be purchased for $5 million as a route to American citizenship. This new program would grant green card privileges and a pathway to citizenship for wealthy individuals who buy the card. Trump mentioned that Russian oligarchs could potentially qualify for these gold cards. The EB-5 program, established in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign investors, has been criticized for fraud and abuse. Commerce Secretary Howard Lutnick stated that Trump plans to end the EB-5 program and replace it with the Trump gold card, in an effort to address the issues with the current program. Details about the new gold card scheme are expected to be released in two weeks.
