Can Texas Democratic House members compel a statewide vote on the future of school voucher-style plan?


Texas Democrats in the House are threatening to block key Republican priorities for the legislative session in order to force a school voucher-like proposal to go before voters. More than 50 Democrats are vowing to derail Gov. Greg Abbott’s emergency priorities, such as bail reform and property tax relief, unless the $1 billion education savings account plan is put on the November ballot.

To pass GOP items, at least 12 House Democrats would need to vote with all Republicans, and the Democrats have enough support to stall amendments to the Texas Constitution on various issues. Abbott’s office has criticized the Democrats’ plan, accusing them of blocking property tax relief and bail reform for the benefit of teachers’ unions.

The proposed education savings account, or ESA, plan would provide roughly $10,000 for private schools and educational expenses, with homeschooled children eligible for a $2,000 ESA. Supporters argue that ESAs offer more educational choices for parents and help students in underperforming public schools access better opportunities.

Historically, school voucher proposals have faced opposition in the House, but Abbott has made passing an ESA program his top legislative priority. The governor campaigned against House Republicans who previously defeated similar measures, and he believes ESAs are “within reach” this session.

If Democrats follow through on their strategy, they could block amendments on issues such as property tax relief, bail reform, and funding for water projects and dementia research. The proposal to put the fate of the ESA plan to a vote by the public is considered one of the few ways for Democrats to exert influence in the Legislature.
